New admin email address uniqueness validation check

We have added a validation to the start admin user email verification endpoint to ensure that the email address the admin users provided is not already registered with Weavr. The enum returned in such cases will be EMAIL_NOT_UNIQUE.
Please update your backend to handle this new validation.
